Right now, trigger is scheduling depcheck jobs with the non-pending tags which is not desired behavior. Depcheck is designed to take the *-pending tags and download those builds to add onto the existing fXX-updates or fXX-updates-testing repodata.
The depcheck task also needs to be a bit smarter about what it's downloading but I suspect that the easiest fix for the moment is going to be in trigger.
