Use autodoc to start documenting the libtaskotron library. This does not involve reformatting all of the docstrings to sphinx format (that'll be covered in another ticket).
While it doesn't involve converting all the docstrings, it does involve proposing a format for the library docs (one page per module, all-in-one etc.)
With the work that @kparal did for #164, this isn't really needed anymore. Closing as invalid
