#310 enhance libtaskotron's dodo.py to work better in CI environments

At the moment, our dodo.py file can build packages and docs but isn't terribly useful for building stuff in a CI environment.

Enhance the script so that it is capable of the following:
* Putting content in a configurable place
* moving a latest symlink to point at the last build for a branch
* keep master and develop version separate
