From conversations at Flock, it seems that rsyslog may end up being the best choice for us right now.

Investigate rsyslog for use in Taskotron, looking at the following questions:
what is the behavior of rsyslog when it loses network connection?
- does it cache messages for later or are messages sent without network effectively lost?
how are the logs gathered?
are there any easy systems for making those collected logs available via nfs or http?
are there any easy systems for analyzing the collected logs?
* do we need to maintain our own collector for rsyslog?
- logs would need to be made public
- if that's a problem for the infra rsyslog collector, determine whether there would be problems in running our own
