After installing php-cli it seems to work.

So I failed at this, I was able to update and build arcanist but then had insufficient permissions to update the repo (I assumed the repo had gitautoqa group set) :/ @tflink is there a reason we don't have the stable phabricator repo in copr?

The idea was to have a more stable reo that folks were pointing their machines at so that if a weird build went into copr, it wouldn't affect everyone unless it made it through testing
Yes, the issue is still present with arcanist-20160407.gitf89f3de-1.fc24.noarch.

I believe this is being worked on at https://bugzilla.redhat.com/show_bug.cgi?id=1362487 .
This is not valid anymore with either [[https://copr.fedorainfracloud.org/coprs/kanarip/phabricator/|kararip's COPR]] or the packages up for review.
