Change the infra-ansible so the imagefactory is deployed on prod, instead of dev
This ticket had assigned some Differential requests: D818
After talking with @jskladan today, this is pretty much ready to go but we're in f24 alpha freeze right now and this task is blocked.
Once we're out of alpha freeze, the plan is to have image building run in both dev and prod so that we have a more-or-less canonical source for images (prod) but also have a place to test changes (dev)
