#158 Figure out long term plan for the checks performed by Tunir

If we're going to get Tunir running in Taskotron before the f25 timeframe, it's probably going to require some hacks that I don't want to see hang around long term.

The first things which come to mind as longer-term concerns about doing the exact kind of checking that Autocloud is doing are:
# run Tunir in beaker, encoding the need for virtualbox vs. libvirt in that job and have it deployed for each run. (this is the only sane way to handle virtual box that I can think of right now)
# put the image retrieval/booting bits into libtaskotron so there's less need for bare metal or special handling
# Can we even run VirtualBox? if its not kosher for the fedora repos, can/should we be running it as part of our testing process?

These are just the initial quesitons, more may be added or some may be taken off. Either way, I want to have these concerns addressed in a longer-term plan for how we'll handle the kinds of checks which are currently handled by Autocloud and Tunir.
