As we get more and more artifacts, we're using up more space on the taskotron master for artifact storage.

Figure out an artifact retention policy before we run out of space

We're down to 200M free space for artifacts on dev so it'd be good to figure this out.

dev has ~ 6 months of artifacts on it but the consensus in that thread seemed to be that 3 months was enough. If there are no objections, I'm planning to put a daily cronjob on dev to remove all artifacts older than 4 months (can decrease to 3 months if needed). I'll wait a few days but if there are objections, speak up now
