Personal opinion: Put IRC before mailing list if that's the preferred contact method.
Good start (the hardest part). You've got all the key bits here except maybe a (brief) section on guidelines for what does/doesn't belong here (e.g. a 'make-coffee' role). Otherwise, IMHO I wouldn't worry about getting this page perfect/complete from the start. It's going to evolve over time, as things come up.

@stefw Especially as a work in progress, review and feedback would be appreciated. However, as suggested above, these types of documents are a perpetual and evolving thing. But, this is a start and it doesn't have to be perfect.
I'll remove the "WIP" tag from the title since it's redundant.
