#182 Don't fetch tests if they are already available.

The playbook always tries to fetch tests even though they are already available on the system. This in turn requires git to be available on the system. I think it would be much better, if the presence of destination with tests was just verified and in case the tests are present, the sources would not be fetched and git would not be required at all.

Could you please paste a playbook example ?

@ssahani The example is in the BZ reference in the initial description I believe. I don't have better in my hand ATM
