Add dummy package for jats-preupgrade-assistant-el6toel7
    
    It's not obvious it should be here, but it should be somewhere and this
    place seems to be well under control.  The test suite itself could be
    good place, but we don't have any convention for adding such packages,
    and also jattool-tdk does not support providing own RPM stuff.
