#2 [EPIC] Modularize package metadata API

Package metadata is a higher level metadata on top of underlying git repository, for example giturl, ver, spec, target etc. Similar with milestone 1, these code should be moved outside class Commands into a separate class in a module. This new class must be usable independently, customizable and be able to injected back to core eventually.
