Looks good to me. Should the global exclude file $XDG_CONFIG_HOME/git/ignore be listed as well? Maybe not, since it is configurable and it might be confusing.

I think if somebody uses the global git config, it is obvious for them that some patterns won't be included in the cleanup. The additional path you suggest seems to be redundant to me.
I understand user's complaints that .git/info/ignore functionality is hidden for them.
