#241 Don't install bin and config files

cqi/rpkg dont-install-bin-config-files  into  master

Download 241.patch

Since rpkg example binary is not installed into system path as an
executable, there is no need to install rpkg binary and config files
into from a Python binary distribution package. Developers and users can
also benefit from this change to install rpkg with pip conveniently.
