From conversation with @kevin:

May 05 20:37:38 autosign01.phx2.fedoraproject.org fedmsg-hub[42759]: [2019-05-05 20:37:38][robosignatory.tagconsumer INFO] RPMs to sign and move: ['rust-lazy_static+default-devel-1.3.0-3.module_f29+4189+dde876e5.noarch (17479420, signed: False)', 'rust-lazy_static+spin_no_std-devel-1.3.0-3.module_f29+4189+dde876e5.noarch (17479421, signed: False)', 'rust-lazy_static-devel-1.3.0-3.module_f29+4189+dde876e5.noarch (17479418, signed: False)', 'rust-lazy_static-1.3.0-3.module_f29+4189+dde876e5.src (17479417, signed: False)', 'rust-lazy_static+spin-devel-1.3.0-3.module_f29+4189+dde876e5.noarch (17479419, signed: False)']

All rust-*-devel packages are filtered out in modulemd so that they don't get shipped to users. However, it seems that they gets signed taking up resources and time.

Why are they filtered out?
