#9769 F34 system wide change: DebugInfoStandardization (from DWZ to -fdebug-types-section)

Please note I am far from sure it will pass FESCo (but I hope so).

The change will update redhat-rpm-config by an -fdebug-types-section patch. One should also no longer include dwz in buildroots.

In that case, no releng work is need on this issue.
