Describe the issue As I remembered(and checked on package repository archives), arm-none-eabi-gdb existed on Fedora 29 or earlier. But currently it is just labeled as orphaned and emptied on source package site, without any explanation or information about possible alternatives.
When do you need this? (YYYY/MM/DD) There is no specific date. But it is needed when cross-debugging programs run on ARM architecture.

If we cannot complete your request, what is the impact? I cannot cross-debug my program run on ARM development board without compiling gdb by hand or fetching binary package from ARM official site.
