but the reviewer is actually a packager. The message is misleading, it should have been something like The repo is requested by a user that is not a packager

If the message is produced by some automatic script, it should be tweaked to not generate confusion.

When is this no longer needed or useful? (YYYY/MM/DD) No date
If we cannot complete your request, what is the impact? It generate confusion about requests not being processed as expected.
This needs an update to fedscm-admin.
