Describe the issue
Can't build package because of s390x arch and error during build:

error: unpacking of archive failed on file /builddir/build/SOURCES/libretro-database-1.8.9.tar.gz;5ef2ca88: cpio: read failed - Inappropriate ioctl for device
error: /builddir/build/originals/retroarch-1.8.9-1.fc31.src.rpm cannot be installed

Not critical, but.
When is this no longer needed or useful? (YYYY/MM/DD)
When new version of package will be built for all current Fedora releases.
If we cannot complete your request, what is the impact?
Frustrating and hungry users will not receive new version.

Please resubmit now? There was a network or mainframe loading issue yesterday/early this morning...
