#9479 Fedora EOL announcement improvements

The Fedora 30 EOL announcement went out and I open this ticket for Fedora 31 EOL announcement improvements.

  1. The announcement went to the list after the EOL. if packagers want to take action, they should be notified prior the EOL. I suggest we send the Fedora 31 announcement sooner.

  2. The announcement hasn't explicitly said that all updates of F30 being pushed to stable will be stopped. This confused several packagers: https://lists.fedoraproject.org/archives/list/devel@lists.fedoraproject.org/thread/Z472V5GV5WLEEXLPP3EM2F5PXHAHFMMJ/ I suggest we make it more clear by adapting the text.

  3. The devel mailing list was not in the recipient list. Hence the message is needlessly stalled on devel-announce moderation. Please send the message to both devel and devel-announce.

It appears I can no longer push to f31 branch (only tried one package though); is this earlier blocking of things now enabled? It hasn't been announced at least.

@qulogic This should be fixed now. Can you give it a try?

I could try, but as the announcement says updates stop on the 24th, there's not much point. I don't expect to be doing any more builds for f31 at that point, so the block didn't really matter; it's just that the announcement was a bit late.

@mohanboddu are these docs changes done for next time? ie, can we close this, or should we keep it open?
