#9342 Tag fedora-release-31-3 into f31-candidate

There is a FESCo approved update of fedora-release for Fedora 31.

But we have built it and it was nto properly tagged, due to some restrictions. We believe releng can tag this, so we can do the Bodhi update. If needed, releng can do the Bodhi update.

Please do whatever it's necessary to ship this to users. Thanks

After Fedora 31 goes EOL.
