#8915 Reduce the frequency of FTBFS Bugzilla reminders

Hey, after https://pagure.io/fesco/issue/2244 has been approved, we can lower the frequency of the FTBFS Bugzilla reminders from one week to 3 weeks. Please do whenever you get to it.

If at all possible, please let me maintain the cron job. The waiting times are really killing the effort.

Note that this is setup in the infra ansible repo. It's available at https://infrastructure.fedoraproject.org/infra/ansible.git and while we don't have PR's you can send patches to the infrastructure list or attach them to tickets.

I've just had a 12+ hour day, so i don't want to look at this now, but I can try tomorrow...

Thanks @kevin. Don't worry, I know that you do a lot of things. That's why I don't asked to "make this happen now" but rather to have access, so I can take some load of.

So far this works as expected. The reminder went out today, but not a week ago. Current week number is 48, hence dividable by 3.
