There is a need to add bash-devel to the multilibs blacklist until fixed by the package. https://bugzilla.redhat.com/show_bug.cgi?id=1761777
When do you need this? Before f31 GA.
When is this no longer needed or useful? After f31 GA it will not be possible to fix.
If we cannot complete your request, what is the impact? Some dependency will be broken when using Fedora 31 GA repo and will be close to impossible to fix.
FYI I've esclated this issue as a blocker (or freeze exeption) for f31 https://pagure.io/pungi-fedora/pull-request/774
the pull request was for master, which will apply only to rawhide. You need to do an equivalent PR for the f31 branch also. thanks!
