@tartina ladspa-swh-plugins is now unretired for master. It was never retired for epel7.
For f30, f31 branches, please use fedpkg request-branch to create the branches.

After unretiring I get this error trying to build for F31:
FAILED: BuildError: package ladspa-swh-plugins is blocked for tag f31-updates-candidate
And I suppose the same for F30
BTW the patch for license has been sent upstream https://github.com/swh/ladspa/pull/63
