If you get primary.xml from https://kojipkgs.fedoraproject.org/repos/f31-build/latest/x86_64/repodata/ and check what information contains gcr package, you will see that only /usr/bin/gcr-viewer is there. However, it does provide /usr/libexec/gcr-ssh-askpass files, but for some reason it is not in primary.xml. And you can see other /usr/libexec/* files in primary.xml...

I am not sure what caused this, but please take a look on it. I'm trying to make sure that you can resolve all file dependencies within primary.xml without fallback to filelists.xml.
