On behalf of @jmracek, filing this issue to check on the impact of the following change proposal:
Set skip_if_unavailable default to false
Dnf team wants to change a default setting for the repo option skip_if_unavailable to FALSE.

Changing the default to false will probably cause more issues for users than for releng, since in Koji, the mock config is generated to a (hopefully) guaranteed path that can be consumed by DNF.
