#8276 un-retire lua-bitop

Describe the issue

lua-bitop package was retied in Fedora, since it's not needed for Lua 5.3

However, Fedora also ships with Lua 5.1, aka compat-lua. The un-retired package will create compat-lua only packages.

impossible to create new packages for Lua 5.1 that depend on lua-bitop, such as lua-http


@tkrizek lua-bitop is now unretired for master. For fXX branches, please use fedpkg request-branch to request them.

I've requested the branches [1, 2], but package builds fail with BuildError: package lua-bitop is blocked for tag f29-updates-candidate (and f30-updates-candidate) [3, 4]

Could you please unblock them?
