You can do this yourself by doing "fedpkhg retire" on both the f30/f31 branches, this will block it in the back end, you don't need to file a rel-eng ticket to do this.

@pbrobinson As per https://fedoraproject.org/wiki/How_to_remove_a_package_at_end_of_life#Koji , the package was not BLOCKED on F30 after 2 days of retiring.
