I would expect that the module build will be moved from testing to updates. Not copied.
Observed on Fedora 29.
Any progress? I can still see 20181205105946 both in updates-modular and in updates-testing-modular repositories.

perl:5.26 has gone end-of-life. But the same situation repeats with perl:5.28:
On Fedora 31:
# dnf module info perl:5.28 | grep -E '^(Version|Repo)' Version : 3120190913071625 Repo : fedora-modular Version : 3120190913071625 Repo : updates-testing-modular Version : 3120200402140926 Repo : updates-modular
You can see 3120190913071625 version is in both repos.
Its a problem in bodhi, filed an upstream ticket https://github.com/fedora-infra/bodhi/issues/4274
