I've tried to build texlive a few times today, each time, it fails trying to make the SRPM:

What version of curl do you have there?
This is a upstream curl bug (hopefully fixed in 7.60.0)
In the logs it looks like 7.59.0-3.fc28
Whatever is in the F28 koji buildroot. This doesn't fail for me locally.
What version of libcurl are you using locally @spot ?
It looks like the libcurl in the koji root is from the affected version.
To be crystal clear, I am just running "fedpkg build" and it is failing on koji's end, so I do not think that my local libcurl version is relevant. That said, it seems to be the same (libcurl-7.59.0-3.fc28.x86_64).
We got this fixed.
