#7538 remove pub/fedora/linux/development/28 and pub/fedora-secondary/development/28

We have switched mirrormanager over to use the pub/fedora/linux/releases/28 and pub/fedora-secondary/releases/28 base repos, so we no longer need the development/ versions.

Please remove when it's convenient.
