The file lists (for quick-fedora-mirror and mirrormanager use) need to be updated when the bitflip happens. Currently it looks like the file list didn't change until the next updates push happened at about 0700Z while the actual bitflip happened a few hours earlier.

This is no big deal but if we want that change to propagate a bit more quickly, regenerating the file list will make that happen.

The updates-testing repo for modular shipped enabled. This should be added to the list of testing repos to disable before release.

Just like locking the FXX base tag and marking the release as stable in bodhi, please do so for f28-modular tag and F28M release in bodhi

Also, make the modular release as 'stable' in bodhi, so updates there go to updates instead of being tagged into the base repo.
