https://koji.fedoraproject.org/koji/packageinfo?packageID=14899 shows that the qupzilla package is blocked on f29, but not on f28. I retired it both on f28 and f29. It should be in time to retire this package from f28 because the Final Freeze has not happened yet. The package is already obsoleted by falkon in f28, and comps (https://pagure.io/fedora-comps/c/13d020fe606729477706d6a8eabb448b4a28db54) and kickstarts (https://pagure.io/fedora-kickstarts/c/1472b98a437a80c31589dac6fba9fa876f1745a7?branch=f28) have already been updated for the change.

The issue was pdc(https://pdc.fedoraproject.org/rest_api/v1/component-branches/?global_component=qupzilla&name=f28) was not updated properly and I just fixed it.
So, it should be blocked in next nightly compose run during which we block the retired packages.
If its not blocked after the next nightly compose, please reopen the ticket and I will look into it.
