fedora-modular-repos is a "modules only" package and isn't supposed to be tagged into the regular package builds.
When I updated the rawhide version I forgot to use the --skip-tag option, and now the package has a f28 tag, which I cannot remove.
Please remove all tags (f28) from fedora-modular-repos-28-3.fc28
There are two fedora-modular-repos builds in f28 and I untagged both of them.
$ koji untag-build f28 fedora-modular-repos-28-3.fc28 $ koji untag-build f28 fedora-modular-repos-27-3.fc28
