Once the changes for Flatpak support in:

land, and ODCS is deployed (https://pagure.io/fedora-infrastructure/issue/6182) these components need to be updated in Fedora and Fedora infrastructure to enable Fedora packagers to build Flatpaks from modules.
Some small changes will be needed to osbs.conf (and the client config secret passed to worker builds) so that atomic-reactor can find PDC and ODCS, and an openidc token will be needed to authenticate to ODCS to trigger composes of modules.

@cverna is now on board and picking up maintenance of OSBS so he may be able to help here.
It looks like the referenced pull requests are all merged.
@cverna confirmed that work is happening now to pull latest upstream into Fedora.
The current status to get this into F28 is yellow due to having to work through multi-arch issues and some ongoing scoping of the actual work. @cverna as this becomes clearer please let us know so Project Management can adjust the plans as needed.
The other open question: who owns https://github.com/release-engineering ?
