Could you please have a look at our RPM 4.14 change proposal? https://fedoraproject.org/wiki/Changes/RPM-4.14

We would like to get some feedback from release engineering.

We assume that no special action from rel-eng is needed :pizza:

Are we correct in assuming a mass rebuild is required?

Not specific to releng, but do we know what will happen if we try to ship a new release using the updated rpm format and a customer/user picks that up to upgrade a release using the old rpm format? Will the conflict between the old/new formats cause any issues during dnf-system-upgrade or any other method of update?

@mohanboddu mass rebuild is required for https://fedoraproject.org/wiki/Changes/ParallelInstallableDebuginfo and https://fedoraproject.org/wiki/Changes/SubpackageAndSourceDebuginfo. All patches are already backported.

So we don't need new version of RPM for mass-rebuild.

there might be some file conflicts due to debuginfo packaging changes, but it is unlikely (and if there are, those are bugs which RPM needs to fix).
