pkgconfig has been retired from F26 per the pkgconf change, but it was accidentally orphaned instead of retired in rawhide. Please fully retire pkgconfig from Rawhide, too.
It's now retired in pkgdb

you need to ask the previous package maintainer to retire the package, or wait for it to have been orphaned long enough to be auto retired.
