The RPM-GPG-KEY-fedora-26-primary in fedora-repos-25-2 is still AC4FF563BFB2D6E3, which is the WRONG key: that was the key we replaced. https://pagure.io/releng/c/50ff51cf369c55da002099ef54ea59b942b080b6 is the change to sigulsign_unsigned to use the new F26 key, but that is never updated in fedora-repos-25 (and maybe other versions, I only checked this one).
We need to make sure that this gets fixed ASAP, since this will impact anyone that's trying to upgrade.
