Want to start work on new kde frameworks release for epel7, which would be greatly simplified using a dedicated koji target (instead of doing 10's of manual overrides). Thanks.
how would this work with the KDE that ships in RHEL?

These are libraries only, fully parallel-installable (without conflicts) with what rhel already ships.
Anyway, epel7-kde tag should already exist, hopefully implementing this is as easy as: koji add-target epel7-kde epel7-kde (though you may want to verify it's correctness).
epel7-kde target has been created:
$ koji add-target epel7-kde epel7-kde
You can do builds with:
$ fedpkg build --target=epel7-kde

reopening so we can track the progress, please let us know when the builds are done and we can move to the candidate tag for you

@rdieter what is the current status of this side tag?
You can disable it now that https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2017-c38b6a64d5 is queue'd for stable
removed the epel7-kde target
$ koji remove-target epel7-kde
