Seems sync-tagged-primary.py not running against secondary kojis as it used to. AFAIK there was a cron job to run in few times a day. As a result updates can be built with koji shadow, but they are not pushed as they miss the updates-testing-> updates transition done by sync-tagged-primary.py.

It's know and it has been running but it was explicitly disabled to get the dnf fixes out and will be re-enabled shortly.

This is back running on an an hourly schedule for all arches
