The virtualization packages for RHEL Server for ARM (aarch64) have been shipped in a separate repository, rhel-kvm-rpms. Please enable this repo on the EPEL7 aarch64 buildroots so that EPEL7 packages which depend on libvirt etc. can be built for aarch64.
It's on my list. It's not just purely about a repo being available. It will be there when it's ready.

The virt packages should be made available by moving to RHEL for ARM GA in issue #7161.
