MirrorManager's scripts to point to fedora/linux/releases/25 instead of fedora/linux/development/25 for the MirrorManager categories 'Fedora Linux' and 'Fedora Secondary Arches' have been run a few weeks ago.
Not sure if anything else uses that content but from MirrorManager's point of view the content at fedora/linux/development/25 could be deleted.
the content has all been removed. the last bits yesterday, the rest weeks ago.
