#6477 Clarify in documentation who is authorized to retire the package

Who is authorized to retire the package? Is it only the POC? Is it package administrator? Is it proven packager? Or committer? Would be nice to add this information into wiki [1].

In my experience of retiring packages recently which I was not owning,
Package owner (POC) can retire his package without any issues then any provenpackager can retire package but it will not work because a provenpackager can only commit changes in git and submit PR for fedora-comps but no changes will be made in pkgdb and koji. I think its only the members of cvsadmin group who can fully retire packages.

May be it would be nice to improve fedpkg to allow "retire" command only for people who can actually use it, since it typically does the commit first, just to later fail on retiring in pkgdb. That's suboptimal ...

@syeghiay Come on. Closing my tickets after two years of inactivity as duplicates of ticket somewhere where I don't look, I am probably not subscribed and can't monitor them?

If you like, create there duplicate fro whatever reasons you need an keep this open until it is resolved. Thx.

@vondruch, we've been using taiga for a few releases now to better track the releng work. Pagure is not as powerful for project management.

We have plans to tie in taiga logins with FAS. Just don't have that yet. Anyone can login to taiga now. It just takes some extra steps. Bear with us.
