Many images are incorrectly present in multiple locations in 23 Beta RC1 tree.

The 'premier' desktop live images are present in both Live/ and Spins/ . This is incorrect. They should be only in Live/.

The Workstation live images are present in both Workstation/ and Spins/. They should be only in Workstation/.

The Workstation and Server ARM disk images are present in both the flavor directories and Images/ . They should be only in the flavor directories.

You can see the differences relatively easily by comparing the download tables for TC5 and RC1:

all the images which have duplicate entries in RC1 but not in TC5 are suspect.
