I suspect kf5-frameworkintegration-5.13.0-2.fc22 needed to be in f22-updates-testing to stop bodhi2 from kicking out. Similar thing happened recently in f23 dist of that build.

However look like you manually tagged these builds into f23-stable, which is normally bodhi2's job. At this point I will re-run the budhi2 f23 testing push later today and see what happens with current conditions.

I verified that f22-stable is what I used.
