Coordinate the packages that need to be rebuilt for F23. We try to have no more than one mass rebuild per cycle. So we need to list the things that need a mass rebuild and then schedule it to happen.
Branching is no earlier than 2015-07-14, so mass rebuild should be done by 2015-06-16 (with 4 weeks clean up grace period).
