Very odd.
According to pkgdb this package was created in may 2014.
I never received any notification, nor initiated this and the package is marked retired.

I am not sure there is anything I can do about this ?

This is because of the migration to PKGDB2. The timestamps were not migrated from the old pkgdb. Therefore it was probably retired before May 2014.

note that we can not remove ipa from bugzilla looking at [http://koji.fedoraproject.org/koji/packageinfo?packageID=5679 koji] it was renamed from ipa to freeipa in Fedora 14.

No, this is retired, unused package.

All I want is to disable "ipa" component so that it cannot be used for [https://bugzilla.redhat.com/enter_bug.cgi?product=Fedora&component=ipa new bug reports] to avoid people creating FreeIPA bugs in non-monitored component.

I have disabled the ipa component for new bugs.
