There are about 2500 builds tagged in both f21 and f21-updates-testing, this is from the Final Freeze period and the requirement for all updates to go through bodhi.
To get the list of builds to untag you can use https://git.fedorahosted.org/cgit/releng/tree/scripts/misc/ga-cleanup
