#5959 Enable keep-alive connections for koji (primary and secondaries)

Keeping connections alive will speed up koji acces when multiCall() is not used without a significant speed penalty. Therefore it is a good idea to support this.

On the 2014-08-10 meeting it was agreed to test this with ARM koji, pbrobinson, can you implement this?

Enabled on arm.koji, please test $ curl -Iv http://arm.koji.fedoraproject.org/koji/ 2>&1 | grep -i 'connection #0' * Connection #0 to host arm.koji.fedoraproject.org left intact
