Thats how things are supposed to work, when updates go stable they stay in testing for a period of time to enable hardlinking from the updates testing repo to the updates repo to save mirrors having to redownload the update.

I don't think its this case, tagging happened 1 month ago and after reading the log in bodhi it's rather a bodhi bug - it reached stable karma during a push to testing
